There will still probably be people who manage to think of a way around the laws, but it shouldn’t be a large number. As long as I am careful in choosing judges, those few people shouldn’t be a problem. However, I am going to need to figure out who I am going to make the minister of law.
As long as I choose the right person, I can leave the choosing and monitoring of judges to them. I should also be able to just create the structure of the laws and let them fill in the details. That would probably work out better, I am not a lawyer and would probably just make a mess of things.
The problem is, just who do I know that would actually be good at dealing with laws? No one comes to mind, everyone I know would think that dealing with laws would be a bother. Then again, someone who enjoys laws and that kind of thing wouldn’t really be the kind I would hang out with.
I wonder if Mercy would have someone who would be a good choice, I will have to ask her later. As to the laws, just the basics should be fine for now, but I need to emphasize equality. With as many different races as we have, treating them all equally is absolutely vital.
I expect problems with that from some of the humans, they always tend to believe that they are superior. While it isn’t all of them, those that do tend to be very noisy and annoying about it. I will absolutely not tolerate any kind of racist violence within my empire, so the law needs to be clear about that.
The punishment also needs to be harsh enough to act as a deterrent to keep people in line. Of course, the possibility of other races acting up exists, so the law will apply to everyone. We don’t really have nobles right now, but I don’t expect that to last, so I need to make sure the laws cover them as well.
I also need to make sure that they know the laws apply to them, I won’t allow anyone to be above the law. I will also need to make sure that there is someone to monitor the judges and whatever police force I create to prevent bribery.
Normally, I would include that under Muyaun’s duties, but I am worried about giving her too much power. Instead, it would probably be better to have an anti-corruption department under Stillwater. He could use them to counter Muyaun if she decides to try something after I am gone.
As for the police force, I will probably form them from within the military for now. There should be people that have lesser combat strength that would make better police than soldiers. They can start things off and form the core of the force and then recruit normally.
Having decided that, I send messages to both Leonarr and Stillwater so they can start working on things. It isn’t something that has to be done immediately, so they can take the time to do it right. They both acknowledge the message and promise to start working on it as soon as possible.

I was placing obelisks this entire time so I have managed to place quite a few of them. In fact, I have gone past the area that I explored earlier without even realizing it. When I close the system and take a look around I notice an odd hill, so I head towards it.
Rather than a hill, it would be more accurate to call it a large pile of boulders. I scan it with mana, but I don’t find anything special about the hill or under it. So, I start taking the boulders into my ring one by one until I run out of room in the ring.
This amount of stone should be enough for at least a couple of hundred small obelisks. I quickly go back to placing all of the small obelisks that I have according to the map. It is all empty land, so it isn’t really important to have the system here, but I do it anyway.
We may eventually set up towns in this area for farming or something, so it isn’t a complete waste of time. Besides, since the goal is to cover the entire peninsula, it would have to be done at some point. Once I have placed all the obelisks I have, I head back to the area around the ogre tribe.
Once I arrive, I land and settle down in my previous spot just in case the ogres want something. The sun has already set, but before I begin crafting obelisks there is something else I need to do. So, I open up a soulscape, create a comfortable setting, and then invite Mercy first.
Once Mercy arrives, I update her on the situation and then ask about anyone she would recommend as the minister of law. Unfortunately, she can’t think of anyone, but she promises to see if she can find someone. After that, I invite Myria, Lin, and Brightfire, so that we can all spend some time together.
“Oh, right. Myria, where exactly are you camped? Dealing with the tribes will delay me a day or so, but then I will be entering the land bridge.”
Myria gives me a huge smile as she shows me on a map where she is currently. She is excited to see me again and that excitement quickly overflows and turns physical. The other three, not wanting to be left out, quickly join in and I am soon overwhelmed.
Not that I am going to complain, I enjoy myself thoroughly with the four of them. In most situations being outnumbered is a bad thing, but in certain situations it can be heavenly. This is one of those situations, it is so fun that I can’t even remember why I was so against having multiple wives.
Not that I really have a choice at this point, but I am getting more comfortable with the idea. Since it is the soulscape the girls are a bit more adventurous than normal. Some of the experiments are really fun, but others end up as hilarious failures.
Still, it is a very enjoyable way to spend a couple of hours and it is somewhat hard to let it end. However, while I may have nothing to do at the moment, the same cannot be said of the girls. So, once everyone has had their fun, the girls depart and I end the soulscape.
By then it is the middle of the night, but I don’t feel tired so I just sit there creating obelisks. When dawn arrives, the ogre clan wakes up and starts taking down their huts. I keep working on the obelisks as I watch all of the activity in the ogre tribe.
It takes about two hours for the ogres to break down and pack up the entire village. As soon as they are done, they line up and Bearaka tells me that they are ready to move. I open a larger gate than normal and target it to the plains outside of the military base.
