  Ok so my understanding is that these so called "owners" are going around to different civilizations and trying out their system. When a civilization falls, they will kill all the remaining population and move on to a new civilization. When he said "one of the civilizations" they're probably testing different versions of the system on multiple civilizations. Sound like a bunch of assholes. But I wonder what the system is? That blue box, looks a lot like...hmmmm....
