  This directive is issued following an internal review of recent cross-jurisdictional events associated with anomalous incidents and advanced technology, occurring primarily within the Metropolis metropolitan area and its surrounding operational zones.

  None of the recorded incidents, when evaluated independently, currently meet escalation criteria.

  The above assessment is technically correct.

  Correlation analysis nonetheless confirms a pattern inconsistent with random occurrence. The frequency, spacing and timing of these incidents suggest an organizing influence. At present, Justice League Oversight Council (J-LOC) possesses limited actionable intelligence beyond this determination. No clear signatures have been identified, no claims of responsibility made. Several incidents show indirect links to major Metropolis-based technology firms, but no evidentiary chain has been sufficiently substantiated. Continued classification as low-risk remains permissible under standing protocols, but is no longer considered sufficient.

  Formal objections regarding the proposed response have been submitted by Superman and are noted. While Superman is historically among the least territorial League members, his concerns in this instance relate to perceived potential overreach within his established jurisdiction. Possible observational concern from Martian Manhunter has also been recorded. No formal objection, recommendation, or dissenting statement has been provided. J-LOC acknowledges that interpretation of Martian Manhunter’s nonverbal responses remains speculative and may not accurately reflect intent, assessment, or position.

  Current League deployment structures are experiencing measurable coordination strain.   For recording purposes, Senior Operatives are defined as full Justice League members operating under League mandate. Junior Operatives refers collectively to non-League individuals operating under formal League authorization while under the guidance of a Senior Operative. This designation is not limited to a single assistant and may include multiple concurrent junior assets associated with one Senior Operative. While such arrangements have historically been accommodated through informal coordination, current conditions exceed baseline operational assumptions.

  Passive monitoring of the anomaly pattern, Junior Operative activity, and Senior Operative deployment simultaneously is no longer considered sustainable.

  Accordingly, J-LOC authorizes the formation of a provisional Auxiliary Team, operating under League authority. This initial team will function as a test group, with expansion under consideration pending operational assessment.

  The Auxiliary Team is intended to provide sustained field presence, pattern recognition, and continuity of response without requiring full League mobilization or routine Senior Operative deployment. Operational emphasis is placed on observation, intelligence collection, and limited engagement where avoidance is not viable. This directive does not authorize unilateral escalation or independent strategic action beyond defined mission parameters.

  Selected Senior Operatives will be contacted regarding the provisional reassignment of their Junior Operatives to the Auxiliary Team. This assignment does not constitute League membership or promotion. Auxiliary Team service prioritizes operatives for future candidacy but does not confer candidacy status by default. The reassignment represents an elevation of operational trust and responsibility. Assigned Junior Operatives will operate under direct J-LOC coordination for the duration of this directive, with Senior Operatives retaining mentor, advisory, and liaison roles.

  Junior Operatives operating under League authorization may be granted conditional access to League intelligence systems, restricted archives, and consultative resources not otherwise available to non-League actors, as required for mission continuity and medical necessity. Authorized resources may include the League’s Blue Lantern liaison and affiliated metahuman medical response teams. All access remains task-scoped, revocable, and subject to audit. This constitutes formal operational integration rather than external cooperation.

  Due to the fluid nature of active investigations, the Auxiliary Team is granted limited discretionary authority within predefined operational thresholds. Actions exceeding these thresholds require justification through post-action reporting when prior authorization is not feasible.

  This directive remains in effect pending resolution of the identified anomaly pattern, reclassification of threat level, or J-LOC determination that the current structure is no longer adequate.

  Periodic review is mandatory.
