#058-C – Tiered Equality Initiative

  Under Authority Resolution 8-Beta, the Council ratified the Tiered Equality Initiative (TEI), intended to ensure equitable function distribution across societal layers. The initiative introduced five public tiers:

  Citizens were sorted via Contribution Quotient Analysis, a cumulative metric that included punctuality, speech volume, biometric calm, and enthusiasm toward efficiency metrics. Reassessment occurred semiannually. Appeals were permitted but rarely processed due to queue overflow.

  All tiers received equivalent access to air, nutrition, and designated rest intervals. Variations in housing, mobility, illumination, and narrative access were deemed motivational distinctions rather than inequality.

  Council Members, however, were formally exempt from the Tier System under Clause 19-F: “Instruments of Order must remain unmeasured to avoid reflexive interference.” When questioned, this clause was restated verbatim until inquiries ceased.

  Tier V citizens were granted additional privileges under the assumption that unstructured excellence requires minimal constraint. These privileges included unmonitored speech, aesthetic variation, and pre-emptive reassignment immunity. No records exist detailing the process by which individuals achieved Tier V.

  One anonymous report suggested Tier V individuals were selected via proximity to prior Tier V individuals. This was dismissed as legacy bias. The reporter was reassigned to Tier I for submitting speculative feedback.

  Public enthusiasm remained stable. Expressions of doubt were redirected to the Optimism Recalibration Bureau. No overhauls were scheduled.

  The system is reviewed annually by those with exemption from its effects.
