In alignment with Equity Compliance Mandate 47-A, the Council launched the Uniform Identity Standardization Program (UISP) to eliminate disparities arising from personal distinction, social bias, and disruptive individuality. The program was trialed in four sectors before full rollout.
The initiative required that all citizens adopt the standard designation “Citizen Unit” followed by a randomized four-digit code. Personal names were deprecated and archived. Uniforms were issued in grayscale. Hair, voice, posture, and handwriting training were standardized via Compliance Modules.
To reduce hierarchical friction, all previous occupational titles were abolished. All employment roles were rebranded as Function Stations. Workers rotated between Function Stations at 17-day intervals to ensure non-specialization. All communications were restricted to Standard Lexicon Tier 2 phrases, drawn from a council-approved list of 417 words.

Surveys were conducted to assess citizen satisfaction. All responses were received on Form 88-B, which offered three choices:
A. I comply
B. I comply without reservation
C. I require reorientation
98.7% selected A or B. The remaining 1.3% were referred to Clarification Facilities for linguistic recalibration.
During implementation, logistical errors led to multiple Citizen Units being assigned identical four-digit codes. A brief system-wide halt was issued to assign suffixes. This resulted in one Citizen Unit being renamed “Citizen Unit 1739-B.2.” They filed an error appeal, but it was returned blank due to the claimant’s lack of personal identity.
Following public confusion regarding family, all Citizen Units under age 16 were reassigned to Growth Cohorts and monitored by rotating Guardian Functions. Biological lineage was reclassified as “Sentimental Legacy Data” and redacted from public view.
The program was declared a success after measurable reductions in self-expression, career aspiration, and interpersonal conflict.
Cultural output ceased entirely by Week 18.
